I also owned the joovy caboose ultralight very briefly and returned it. So here's my comparison:
Tag-A-Long:
-The tag-a-long is almost exactly the same size as the joovy ultralight and I thought they weighed the same, but according to the manufacturer, the tag-a-long is about 2 pounds heavier.
-The tag-a-long is very low in price.
-The bench seat stays in one place on the tag-a-long (unlike on the joovy where it slides back and forth even when "strapped into position").
-Even though the tag-a-long is not made to hold a baby seat, it holds my Graco snug ride 32 seat just fine in the back. (I rest it so the baby sits facing the side. It's very secure, never moves).
-The front foot rest on the tag-a-long is bigger than on the joovy... which might not seem like a big deal, but the front joovy foot rest is too small for my 25 month old son.
-The child snack tray on the tag-a-long can... Read more

Very light weight but durable, I recently went on a trip in Italy with it. Stroller collapses quite small, took the unstable pathways very nicely, the cup holders actually fit normal size sippy cups and the basket underneath is reinforced with with snaps so you can fit your diaper bag and extras underneath without worry of ripping the basket out. Only down side is there is no cup holder for the adults, I bought an extra piece and am 100% happy with this purchase!
